“Operators failing compliance checks is never a good look,” he says. Campaigners often claim that financial sanctions are priced in and that the Commission should revoke more licences, although Waugh does not believe operators view settlements merely as a cost of doing business.

Nor are regulatory breaches unique to gambling. Waugh notes that Tesco was fined more than £8 million for food hygiene failings in 2021, without parliamentarians demanding that it should be prevented from selling cornflakes.

The final third derives from a further 0.4% of a club’s gaming machine profits over $1 million during a tax year. 

However, the scheme has faced ongoing scrutiny and criticism. Clubs can direct the funds towards upgrading their own facilities, and there is no mandated verification for how the grant recipients must deploy the money. 

The latest 2025 contribution report indicated that $127 million was awarded, with $53.3 million specifically allocated to sport-related organisations.

Before joining the Ministry of Finance, Fabio Macorin served in Brazil’s Federal Police for 17 years. For a decade, he focused specifically on the investigation and prevention of banking and financial fraud. This experience helped shape his approach to betting regulation, particularly regarding anti-money laundering, financial monitoring, combatting the illegal market and inter-agency cooperation.

Brazil’s regulated betting market formally launched in 2025 and has since become one of the most closely watched regulatory initiatives in the global gaming and betting sector. Macorin, who also served as the SPA’s undersecretary for monitoring and enforcement, has been directly involved in initiatives to combat illegal operators, strengthen cooperation with financial institutions, telecommunications providers and other government authorities, as well as develop data-driven tools for regulatory oversight and enforcement.

Commenting on his election, Macorin expressed his honour at joining the IAGR board and contributing Brazil’s experience to the association’s international work.
